Future Legislation

In July 2011 the European Commission made a proposal (COM(2011) 451 final) for a complete reform of the Digital Tachograph Regulation. The proposal is under discussion within the European Council and Parliament and the plan is to reach a final agreement on the content of the legislation by the end of 2013, with the implementation expected about 5 years after this.

Current tachograph regulation is extensive and any future modifications to this needs to be thoroughly explored to ensure all technical provisions are met and that it benefits the Road Transport industry and road safety. To this end the Commission has invited tachograph manufacturers and industry bodies to participate in the ongoing discussions to establish any future changes.

The following summarises the main technical changes proposed:

  • Adding a GNSS (satellite based) signal to the tachograph to record, as a minimum, the start and end point of a journey.
  • Wireless communication for roadside checks, with the purpose of enabling the authorities to check vehicles remotely without having to stop them.
  • Harmonised interface for data from the tachograph to be used by ITS (Intelligent Transport Systems) applications.
